ElevenLabs sells six self-serve tiers, from Free to Business, plus a custom Enterprise plan. Free gives about 10 minutes of text-to-speech a month with no commercial use. Starter costs $6 a month (or $5 a month billed annually) and adds commercial use and instant voice cloning. Creator, at $22 a month, adds one Professional Voice Clone slot. Scale and Business add team seats: 3 and 10. New subscribers on monthly billing pay $1 for the first month of Starter and $11 for the first month of Creator.
This is a documentary review based on ElevenLabs’ official pages. We have not bought a plan, installed anything or listened to and rated its voices, so nothing here is a verdict on audio quality. Statements about safety and features are ElevenLabs’ own claims.
How ElevenLabs charges: credits
ElevenLabs bills in credits, and credits are shared across all its products. The pricing page also shows an approximate number of text-to-speech minutes for each plan, roughly one minute per 1,000 credits (our arithmetic). Treat those minutes as the provider’s estimate. If you also use other ElevenLabs tools, your credits will run out sooner.
Unused subscription credits roll over for up to two months, capped at twice your monthly quota. If you downgrade or cancel, unused credits are forfeited at the end of the cycle. Top-up credits bought on a pay-as-you-go basis are separate and not subject to that cap. The terms say prepaid credits are non-refundable except where the law requires and generally expire 12 months after purchase.
Plans and prices
Prices and plan details were checked on the official pages on 5 November 2026. Figures are in USD, and ElevenLabs states that prices exclude taxes, levies and duties. Prices vary by country, currency, taxes and promotions, so confirm the final amount at checkout.

ElevenLabs’ pricing FAQ describes annual billing as “two months free”. The page does not display annual totals, so these are our arithmetic from the monthly equivalents: Starter $60 a year ($5 × 12), Creator about $219.96 ($18.33 × 12), Pro $990 ($82.50 × 12), Scale about $2,990 ($249.17 × 12) and Business $9,900 ($825 × 12). Check the exact total at checkout.
If you go over your allowance, the pricing page lists extra text-to-speech minutes at about $0.36 on Free, $0.20 on Starter, $0.18 on Creator and $0.17 on Pro, Scale and Business.
First-month discounts
On 5 November 2026 the pricing page showed a promotion: “30,000 credits for $1”, meaning the first month of Starter for $1. Creator’s first month was $11, half of its $22 monthly price (our arithmetic). Both apply to monthly billing. No end date was recorded, so the offer may change at any time. The page did not state the price from the second month, so confirm it at checkout before you subscribe. There is no free trial of paid plans; the Free tier plays that role.
Commercial use
The pricing page says Free does not include commercial use. Starter and every plan above it include a commercial licence, as does Enterprise. If you plan to publish anything made on the Free tier, you will need to upgrade first. When you do publish synthetic speech, label it where your audience or the law expects. Our guide to provenance and disclosure for AI media explains how.
Voice cloning and safety rules
ElevenLabs offers two kinds of cloning. Instant Voice Cloning is listed from Starter. Professional Voice Cloning (PVC) is listed from Creator, with one slot on Creator and Pro, three on Scale and ten on Business.
The rules, as ElevenLabs states them:
- Its documentation says PVC is only for your own voice: “Even with their consent, you cannot clone someone else’s voice.”
- All PVCs go through a voice verification process.
- Its terms say you may upload your voice or a voice you are authorized to share, and you must hold all necessary rights.
- Its safety page says PVC access needs technological verification, celebrity and high-risk voices are blocked, content is moderated by AI and humans, it offers a public AI Speech Classifier, and it uses C2PA provenance.
These are ElevenLabs’ claims, not our findings. Whatever the tool allows, get the speaker’s permission before you clone anyone’s voice. This is not legal advice; check the rules where you work.
Refunds, renewal and price changes
We read ElevenLabs’ terms of use for users outside the EEA. Subscriptions automatically renew for periods of the same length as the first one. You can cancel any time from your account and keep access to the end of the period, but fees already paid are not refunded. The terms say “All sales are final” and that refunds are at ElevenLabs’ sole discretion. If ElevenLabs changes its prices, you can reject the change by cancelling at least 7 days before it takes effect.
Users in the EEA, the UK and Switzerland have separate terms, which we did not read. Check them if you live there.
API
The pricing table does not list API access plan by plan. It mentions 44.1kHz PCM output via the API on Pro, and the FAQ mentions discounted API usage. If you need the API, confirm what your plan includes before you build on it.
Who each tier suits
- Free: trying voices and the editor, with no publishing.
- Starter: occasional short narrations for work, and cloning with instant tools. About 30 minutes a month.
- Creator: regular content, such as weekly training videos, and a professional clone of your own voice.
- Pro: heavy solo users who need about 600 minutes a month or 44.1kHz PCM output via the API.
- Scale and Business: teams that need 3 or 10 seats and several professional clone slots.
- Enterprise: organizations that need custom credits, seats and a contract.
